Does a business with 4 employees have to have an equal employment opportunity policy?

I don't think EOE policies are required at all, unless you plan on interacting with the governemnt in some sort of business capacity.

yes , but the owner/operater of company can claim several other reasons not to hire you based on other factors like cleanliness , education , degree of difficultly , and just cause they didnt feel you were the right fit for the company ,,,, these methods cover up for ones predjudice etc
