Help with business opportunity?

ok so there is this building on the lake that the city has put up for tender. great location, would be a summer business only.





only problem is there is basically no kitchen, i also wanted to add something to the business plan, like a social benefit to the business.





for example if we could address some social issues such as youth moving away, help local farmers etc





i am just a little stumped on how to tie it all together, anyone got any ideas?
