I am looking for an established website to advertise and look for potential investors.

Is there a legitimate website where potential investors visit to look for business opportunities?
Unfortunately the answer is 'not really'. Your best bet (depending on the type of business you are trying to finance) is to go to THEM, rather than try to have them come to YOU. Do this by researching angel investment groups in your area, or that focus on your type of business. I've included a link to the 'official' list below. Most of these groups have web sites where at no cost (or, at most, a hundred or so dollars) you can submit your business plan for their consideration. Good luck!
